About
the Institute for Public Policy

The Institute for Public Policy is a Bishkek-based independent research and policy-making institution. Our goals are to promote a participatory approach in establishing public policy; to strengthen expert analysis in order to promote effective and informed decision-making in matters of public policy, and to create an independent platform for dialogue on public policy issues. The Institute provides expert consultation, research and surveys on Central Asian affairs, conflict management services, as well as implementation of educational projects aimed at promoting good governance.

The IPP is a distinctively novel organization in Kyrgyzstan.

  • The IPP is a non-partisan organization. We provide necessary analytical support for government and non-state actors, yet owe allegiance to none of them.
  • The IPP is a forum of assembly for all interested parties. We bring government representatives, opposition leaders, media and other actors together in a unique format not utilized by these separate actors themselves.
  • IPP activities are result-oriented. Besides monitoring political events and analyzing issues, the IPP is committed to recommending the best possible conclusions based on accurate research.

The Institute is founded and directed by Muratbek Imanaliev, Ambassador, and former Minister of Foreign Affairs of the Kyrgyz Republic, and Dr. Chinara Jakypova, former Minister of Education of the Kyrgyz Republic.

The Institute for Public Policy is a Bishkek-based independent organization that was founded in April 2005. It aims at promoting formation of a practice of public policy and development of mechanisms of constructive interaction between state institutions, civil society, mass media and businesses. The Institute supports partner relations with many participants of public and political processes and aims at involving the public in the process of decision making.

The Institute for Public Policy has been ranked among the top think tanks in Eastern Europe.
The Institute for Public Policy took 18th place in the list of top 25 think tanks in Eastern Europe according to the Think Tank Index Rating published by the Think Tanks and Civil Societies Program from the University of Pennsylvania.
