The Institute for Public Policy is a Bishkek-based independent organization that was founded in April 2005. It aims at promoting formation of a practice of public policy and development of mechanisms of constructive interaction between state institutions, civil society, mass media and businesses.

 Consulting and expertise

This component of the Institute’s activities aims to provide key decision-makers at various levels of government with valuable insights on specific policy issues from other relevant actors, including independent researchers, analysts, and representatives of the civil and private sectors. These discussions take place during face-to-face meetings organized by the IPP, either informal meetings or roundtables on the IPP premises.

Informal meetings take place regularly with high-ranking government officials and Members of Parliament. Policy consultation is also delivered in a more open manner at roundtable discussions. These meetings are attended by representatives of all parties involved in a certain policy issue, ensuring that separate parties, often conflicting ones, listen to each other and engage in constructive discussion. The roundtables are open for all interested persons, and are usually attended by representatives of local NGOs, business associations, media groups, political parties and international organization.

The IPP also conducts ‘closed’ roundtables, with the participation of 5-6 experts on issues of particular concern. These discussions, chaired by a senior IPP staff member, target concrete policy issues, examining their roots, dynamics, and implications. They result in specific conclusions, and, if possible, policy recommendations. Press releases and transcripts of these roundtables are provided on the website

In 2010 the Institute for Public Policy was among 36 well known think tanks in the world according to the research of Shanghai Academy of Social Sciences.
