Debate over advantages and disadvantages of Kyrgyzstan`s joining the Heavily Indebted Countries Initiative (HIPC) has become a major one during the last month. While the government submitted an application to join the Initiative, there is no consensus among experts on whether the country would benefit or suffer from HIPC.
